Why "Global Rules" for AI Are So Hard to Make

Some countries focus on "Safety First." They want to make sure AI doesn't create "deepfakes" or spread misinformation. They are passing laws that require AI creators to "label" anything made by a computer so you know it isn't a real photo or voice.

Other countries focus on "Innovation First." They want their businesses to build the best tools as fast as possible, so they are keeping the rules light for now. They believe that being the "first to the finish line" is more important than having every rule in place today.

Staying Steady in the Middle

Even without a global rulebook, most AI companies are following a set of "Voluntary Commitments." This is like a "Handshake Agreement" between big tech companies and the government to be honest and safe while the real laws are being written.
